That looks a lot like the Kryptonian Nightwing (a teenaged Chris Kent - son of Zod) seen front and center the cover of one of the multi-panel covers that kicked off the New Krypton storyline. From the utility belt I bet he originally meant it for Dick, but later reused it for Chris.
Actually it DID make it to the DCU, just not on Dick Grayson!
